In the assistance in investigation and disposal for environmental enforcement, we executed calculation in 2 cases of illicit profits from violation of environmental law, which were 1 case of violation of Environmental Impact Assessment Act and 1 case of violation of Water Pollution Control Act, and we prepared the calculation results report. We completed 13 meetings on specialized technology/consultancy, including 3 meetings with specialized consultancy in single inspectional cases, 6 lectures/workshops on interdisciplinary specialized technology and 4 seminars with consultancy in environmental enforcement-related issues, which combined were attended by total 332 persons. In the assistance in the operation with data on administrative sanction and remedy, we assisted in the creation of electronic files for 234 closed cases for the paperwork of administrative sanction and remedy data brought up by EPA’s inspection bodies. We also assisted in the completion of verification of the completeness of data registry in EPA’s Environmental Enforcement Management System (EEMS) for the data of specified items in 250 cases of EPA disposal to improve on the quality of file creation. With reference to the provisions of the “Regulations on determination and estimation of gains from violation of obligations under Water Pollution Control Act” promulgated by EPA and enforced on Oct. 7, 2015, we completed the equations for illicit profits in respect of 3 different water polluting industries (dairy, electroplating, and metal surface treatment) as assistive calculation tools. We assisted EPA in the administrative operation for assembling the 111th - 117th meetings on punishment review. We assisted EPA in completing the pooling and statistics of monthly statements of disposal data and nationwide cases of illicit profits for July - November, 2019. The tasks in cooperation with EPA on environmental enforcement included preparation of check form of environmental permitting documents that factories should be awarded, drawing up of rules (draft) of recommending impartial third-party specializing organizations/experts in environmental enforcement, assistance in meetings or meeting assembly, data pooling, factory visits, etc.
